Why vote for me?
I can “Get It Done.”
I have been a practicing civil engineer and land surveyor for my adult life. As such, I am a problem solver and an out-of-the-box thinker. I have shown in all the businesses I have started or been associated with that I can get things done and successfully handle many projects at the same time. Please let me apply these traits to benefit Hocking County.
As a former Hocking County Engineer, I have traveled to the far reaches of Hocking County and know the county well. As a land surveyor, I have done thousands of surveys around the county and know the highs and lows of what the county has to offer. Let me help to make this a better place for you to live.
What I want to Get Done:
PUBLIC HIGHWAY SAFETY – The U.S. Route 33 intersections area of State Route 374, Rockbridge, the Hocking Hills Market, Buena Vista Road, Apple Max Road, Miller Road, and Darl Road are death traps waiting for their next victim(s). I have been trying for a few years to get the State Highway Department to put in a temporary light and as soon as possible a full interchange. I need the clout of the County Commissioner’s office to get this done.
TRAFFIC FLOW – The intersection of State Route 664 and Lake Logan Road is so congested and yet easily fixed. A roundabout would be an easy solution. The State Highway Garage is located at this intersection and a roundabout even benefits them. I want to be your County Commissioner to remedy this situation.
PROPERTY TAXES – I want to get your residential property taxes lowered. To offset this decrease in tax revenue, I want to increase property taxes on vacation rental cabins. I know I must check into State laws and regulations to do this, but residents need more than the current deductions on their residences that they are getting. It looks to me like the County Commissioners have some authority to do this.
ILLEGAL DRUGS – Illegal drugs are a curse on the fabric of our society. Hocking County is suffering more than most. I will pledge to do all I can to fight all types of illegal and deadly drugs that are killing so many of our residents. If we make Hocking County a place where drug trafficking is known to be heavily prosecuted, we can force drug sellers elsewhere.
MOVING THE COUNTY FORWARD – There are a lot of things that need to be fixed in the County, but nothing seems to be happening. The days of saying we do not have any money are over. Those of you who have complained about the recent influx of tourists may not realize how they have brought back our slowly dying community. The number of State sales tax dollars coming to the County due to tourism has increased significantly. There is a combination of regular sales tax dollars on what the tourists buy while here and sales tax dollars on short term overnight rental fees. Both are increasing every year.
GRANT OPPORTUNITIES – There is $450,000,000 left in project grant dollars designated only for the Ohio counties of Appalachia. I have helped our Logan Theater get 4.75 million of these dollars. Hocking County should be applying for as many projects as possible while working closely with the City of Logan. I have yet to hear of any of these funds that the County Commissioners have applied for. We need them just as badly as other counties.
COUNTY LAND BANK – We need to establish a county Land Bank to deal with plighted properties. This would deal with properties inside and outside of the City of Logan.
HOCKING RIVER – The Hocking River is a beautiful scenic waterway. It deserves to be elevated to State of Ohio Scenic River status. As your County Commissioner I will work with the state to make the Hocking River a Scenic River.
COUNTYWIDE ZONING – Countywide zoning is a difficult issue for many. I have been on the forefront of trying to get zoning in the County. Why? I believe that those of you who do not want zoning want things to stay the way they are, but that is exactly why we need zoning. Things will change if we do not get countywide zoning. Those of you that have been to Gatlinburg, Tennessee have seen what Hocking County will eventually look like without zoning. That being said, I will fight to make our zoning unlike any other zoning in the country. We do not need to change what is already here and do not need to tell our residents what to do. A final thought on zoning is that any zoning plan must be voted on and must pass by a majority of our voting residents.
STATE SALES TAX LOOPHOLE – The State sales tax collection on some short-term overnight lodging, such as that collected by Airbnb, does not collect or pay State sales tax. This is unfair to all other lodging owners collecting this sales tax of which over 20% goes to Hocking County Treasury. This collection does not affect the cabin/homeowners revenue but is all paid for by the customer. This loophole needs corrected at the State level.
COUNTY BUILDING DEPARTMENT – The County needs to take over the State’s role in building plan approval and inspections for Hocking County. As a small county we may need to share inspection personnel with another county. Right now, the State is so backed up and really does not want to promptly deal with small counties such as Hocking. I have had lots of experience with State plan approval, having received plan approval on many dozens of projects. I have previously testified in front of the State Board of Building Standards and helped revise a part of the current code that largely applies to Hocking County. I also was on the committee that set up our current plumbing inspection program which has worked very well over the years.
ATTRACTING SMALL INDUSTRY – Tourism is more important to the economic welfare of Hocking County than most people realize. Ever since we lost most of our great manufacturing jobs our economy has been in a downward spiral. Downtown Logan was almost a ghost town. Now tourism has rejuvenated it into a vibrant downtown with more openings planned. I do pledge to do all that is possible to bring small industry back to Logan. We do not have the employee base to handle large industry, but let’s start small and build back up. There are industries looking to central Ohio for new manufacturing, so let’s be a part of it.
LARGER SCALE – Do I have opinions on global warming, guns, abortion, China, Russia, Israel, Trump, Biden, oil independence, and whether aliens have ever been here? Sure I do, but these are not local County Commissioner issues and you have to talk with those higher up the political ladder to affect any change. My goal will be to help Hocking County be a better place to live.
FAMILY HIGHLIGHTS
Joyce is my beautiful wife of 16 years. She has two children and 3 grandchildren. She is a retired Certified Public Accountant (CPA). Once she moved to Hocking County from California she was followed by her mother, her sister and husband, her daughter and husband, and two grandchildren. Everyone in her family loves Hocking County as much as I do.
I have three sisters with two living in Columbus and one in Colorado. Our Golden Retriever dog Annie is my best friend.
Here are some historical highlights of our extraordinary family.
My mother’s father was a head engineer with Frigidaire refrigerators in Dayton, Ohio. He held many of their patents, but the coolest one was the old-style metal ice cube tray with the metal release handle.
My father’s father was one of the sons of H. Gerstner and Sons Tool Chest Company of Dayton, Ohio. It is well over 100 years old and still in business. This unusually popular tool and die maker tool chest has now found an array of uses and is still considered the best of its kind on the market.
My Dad was also a civil engineer and surveyor and had many different interests, one of which was really cool. He was an original owner and designer of Snow Trails Ski Area. As a 13 and 14 year old I worked helping to get the ski area up and running. Cleaning out the barn, putting together a rope tow, putting the chair lift seats together, and installing snow making equipment were some of the areas I assisted in. I did get to ski the first day Snow Trails was opened in 1961 and still to this day take annual ski trips.
Joyce’s family had many interesting members like pro football players, but I have to concentrate on her great uncle. His name was Norman Borlaug. You have probably never heard of him, but he is one of the most influential people the world has ever known. He is credited with starting the Green Revolution, with saving 2 billion people from starvation, accepting the Congressional Gold Medal, Presidential Medal of Freedom, and in 1970 the Nobel Peace Prize. His lifelong work to greatly increase wheat’s yield and resistance to disease kept the world from starving. He worked up until two weeks before his death at the age of 95 in 2006. I was very fortunate to get to spend his 92nd birthday weekend at his home in Texas.
MORE ABOUT LARRY
I was born in Grove City, Ohio and at the age of 8 moved to a small farm in Hilliard, Ohio where I graduated from Hilliard High School. I then attended the University of Cincinnati where I received a bachelor’s degree in civil engineering.
After a year of working in the engineering field, I joined the U.S. Peace Corps where I spent three years in the Kingdom of Tonga in the South Pacific. As an engineer I was in charge of the main island’s road construction and maintenance. For my third year I oversaw completing the construction of the country’s first ever jet airfield. I was on the very first jet to take off from Tonga and circled around the country before landing on my new airfield. There were many highlights of being a Peace Corps volunteer. Many long term relationships were made. I did get to meet the King and Queen of Tonga several times and during a short royal navy layover also got to meet a young British Prince who is now King Charles of England.
After returning home from backpacking around the world in 1974 I moved to Hocking County. I quickly obtained my Professional Engineer’s and Surveyor’s licenses and in 1976 was elected Hocking County Engineer.
In 2006 I was diagnosed with cancer. For 17 years I have fought this terrible disease and so far, have got the best of it. I still must keep up on cutting edge cancer treatments, but I credit my pact with God to keep me around so that I can help make this world a better place.
LARRY’S BUSINESS CAREER
I am very proud of the many businesses I have been involved in. These businesses have employed many hundreds of Southeast Ohio’s residents over the years. Many of my businesses are tourist related and have fueled the increase in tourism for the county. My work ethic shines through the list of my accomplishments.
- Founder of Larry P. Gerstner, Engineering and Surveying. My greatest achievement was the design and construction supervision of turning a swamp into Logan’s Mingo Park athletic fields. (Retired)
- Co-founder of Hocking Valley Canoe Livery. This was probably the first tourism outdoor activity in Hocking County. (Sold)
- Co-founder of Earthworks Construction, Engineering, and Surveying. Specialized in earth sheltered housing. Designed many commercial buildings, houses, and church additions. (Sold)
- Co-founder of The Bookstore of Logan. A full service new and used bookstore on Main Street for 18 years. (Closed when Walmart came to town)
- Founder of Hocking Hills Properties property development. (Closed)
- Co-founder and building designer of the Olde Dutch Restaurant. (Sold)
- Co-founder of Midwest Glassware Outlet (Open for Business)
- Co-owner of the Columbus Washboard Company which moved to Logan in 1999 and to downtown Logan in 2022. This is the last maker of washboards in the United States and has been in business for 127 years. (Open for Business)
- Co-owner of Windy Hills Golf Course in Rockbridge. (Golf course closed)
- Founder and principal owner of Scott Creek Enterprises Subdivision. Designed and built many of the homes.
- Co-founder of New Straitsville Subdivision. (Open for Business)
- Co-founder of Hocking Hills Canopy Tours. An internationally top-ranked Zip Line tour and major tourist attraction located on the site of Windy Hills Golf Course. Now their chief zip line designer. (Open for Business)

RECENT COMMUNITY ACTIVITIES
I am very proud of the many volunteer hours that I have put in to help others. Here are some of my Hocking County volunteer activities.
- Current and founding board member of the Logan Theater and Community Art Center. Head of the construction committee. Large contributor of funds to purchase the building and move along the building’s current renovation project. We hope to complete the auditorium rebuild by the summer of 2024.
- Current board member of Brighten Your Future (BYF) a Logan High School scholarship program. One of the largest scholarship fund contributors with a named scholarship given out annually.
- Past seven-year board member for the Hocking Hills Tourism Association.
- Past Director of the Nature Festival, a three-day downtown music festival that preceeded the Washboard Music Festival.
- Past board member and treasurer of Hide-A-Way Hills Owners Association.
- Past volunteer manager of the Logan Food Co-op, a non-profit member owned natural food store no longer in operation.
